Screen sharing from iPhone to iPad

Hello!

I’d like to know whether I can share my screen from my iPhone to my iPad when I am off wifi and just have mobile/cellular data on my phone? I’d like to be use my iPad as an entertainment device for my child on long car trips but be able to control it from my phone in the front seat (eg turning off shows when they’ve fallen asleep).
