Apple watch not locking during activity

Ever since i updated my apple watch to latest OS ( 9.0 currently) the activity lock / swimming lock feature stopped working. The icon shows up but i can still tap the screen as if its not locked. No rotating crown to unlock. Its just a useless icon. How do i get the lock to work again?

If you Restart your Apple Watch, your problem may be resolved.
