I’ve started seeing this problem in the last few months - where a new copy into the buffer won’t paste into Notes. Just happened for example on my phone, with a link between the News app and Notes. Instead the paste did a large buffer copy from yesterday. Force stopping and restarting the app seems to fix it temporarily- both on iOS and on my 2 different M1max MacBook Pros.
all are running the latest updates, none on beta.

Use Universal Clipboard to copy and paste between your Apple devices outlines the requirements per device for this to work correctly. and System requirements for Continuity on Mac, iPhone, iPad, iPod touch, and Apple Watch reviews supported devices for this feature under "Universal Clipboard".
