Trying to set up child account for my 14 year old son.

As I am going through the steps of adding a member to my family account, i am trying to add my 14year old son as a child account so I can maintain control over the phone and what he can access and download.

However when I get to the point of entering the birthday it just resets the year to 09' instead of 07' that I am trying to select. Is it that I cannot setup a child account for a 14 year old and that I must make it for a 12yr old only?
