I’ve tried a couple times to get a refund but it’s not working? Why can’t I get a refund?

if you mean refund for an app try reading Request a refund for apps or content that you bought from Apple - Apple Support
or you can try reaching out to their support -> Get Support (apple.com)
and or give them feedback -> Product Feedback - Apple
