You are apparently sharing a single device with other members of your family. Outside of Educational establishments, an iPad and iPhone are principally intended to be a single-user device - and are not intended to shared by different users. In domestic environments, iOS/iPadOS is fundamentally not designed to provide segregation of user-rights in the manner that you perhaps intend.
To provide the degree of control that you would like, your children will need their own dedicated device(s) - upon which you can apply Apple’s ScreenTime, Parental Control and Family Sharing features.

Put another way …
… If it’s YOUR iPad, the kids will have full access you YOUR device AND AppleID account.
Most would find this unacceptable.
A very partial stop-gap might be to use “Guided Access” … but it limits the user to ONE app and requires you to activate each time it’s used.
e.g. It’s great when someone needs to borrow your phone. (You want to agree but you DON’T want to allow them “unfettered access” to your device.
As already suggested, you might also use “Screen Time” to restrict access to “sensitive” account management and apps … but again, this is at best a stop-gap measure.
No one would suggest that either meets your apparent needs; the real solution is separate AppleIDs and mobile devices; or else a Mac which DOES support multiple users.
