With the app not responding as expected, it can also help to try forcing the app to close, and then relaunch it: Close an app on your iPhone or iPod touch - Apple Support
1. From the Home Screen, swipe up from the bottom of the screen and pause in the middle of the screen.
2. Swipe right or left to find the app that you want to close.
3. Swipe up on the app's preview to close the app.
Are you using iCloud Photos (Settings > Photos)? If so, you may try checking other devices that have the Messages app, if you have any other devices, and see if deleting from there helps at all.
