Why is my phone running out of storage when I have space available in the cloud?

all of my apps are turned on for the cloud, I have 50GB free in the cloud, and my phone still cannot download pics

iPhone 11, iOS 14

Having extra storage space in your iCloud does not increase storage space on your phone, it is a fixed size.
