Hello!
on IPhone 11, with iOS 16.0.2 i can’t turn on at settings to show battery in percentages
It's not currently an option for an iPhone 11. See the following from Show the battery percentage on your iPhone or iPad - Apple Support
iPhone XR, iPhone 11, iPhone 12 mini, and iPhone 13 mini don't display battery percentage in the status bar.
