anytime I try to write a review on any app my keyboard gets cut off and I can’t type anything I have the iphone 11 with IOS 16.0 I've tried everything, restarting my phone, trying other apps, keeping portrait mode locked

Be sure iOS 16 is up-to-date. As of this writing, iOS 16.0.2 is updated. You can check at Settings > General > Software Update
Additionally, let's be sure that the Portrait Orientation Lock button is not engaged. See here: Rotate the screen on your iPhone or iPod touch
