Storage available - but iCloud states its full

super confused.

I removed pictures/photos from iCloud and there is 2.86GB available in space. still the folders show iCloud is full...!!!

Icloud storage almost full even after deleting some photos and icloud drive 4.7 of my 5gb icloud storage is used up. I deleted some photos. I also have 1.2 gb of icloud drive being used so I turned offf icloud drive and even delete it but it is still also showing up in the little storage bar thing. So how can I get the storage thing to reflect the changes and deletions I made?
