since the last update (iOS 16.0.2 (20A380)) (actually i missed a few updates before this one)
i can´t use notes app only on my iPhone XsMax all other devices have no problem with it
i restart my phone
deleted some notes files what i speculated to be the cause.
i don´t know what to try next... or if it´s resolved with the next update....

Generally, in such a situation, you need to save/backup your notes, delete the Notes app, restart your iPhone, then redownload/re-install the app again from AppStore.
