I have spatial audio off for music apps but in different apps like twitter or Discord spatial audio turns on automatic and wend i go to take it off it says that its off already, I don’t know how to turn it off for everything and forever.

Wait for "Spatial Audio Profile":
With a compatible device (iOS16 and macOS Ventura), you'll be able to create a Spacial Audio profile. So, assign it to your device, and then remove it. This would all be configured through your Apple ID. It will be sometime this Fall, as mentioned here: Control Spatial Audio and Head Tracking - Apple Support
