Child Screen Time from Web or Android?

Is there a way to set up and monitor my child's screen time from the web? My girlfriend is wanting to transition away from iOS to Android, but we still need to manage our sons' iPads. We already have their iPads set up, but she has to approve things like app store purchases from her phone. That is something we're afraid of losing access to if she gets rid of her iPhone.
