Delete message and it keeps reappearing

Message conversation was deleted. Sender liked a photo. No when I try to delete the message just keeps reappearing.

I've turned phone off, hard reset, reinstalled messages app, and of course all the basic delete functions.

I have OCD and like to delete all my messages, and this particular glitch is bothering me to the fullest extent.

Any help would be great
