Blocking Outgoing Calls:

Set your iPhone up with Screen Time, and you might be able to do this.

1. Go Here: Set Up Screen Time for yourself on iPhone - Apple Support
2. Scroll To: Set communication limits
3. As it Reads: "In Screen Time, you can either allow or block communication—including incoming and outgoing phone calls"

There is an option to block incoming calls but I don't know of any way to block yourself from making an outgoing call.

Good post -- I wasn't aware of that option and it does allow specifying certain contacts that are blocked.
