Generally, you cannot. If you have iOS 16 installed, look for Recently Deleted under the edit tab.

Otherwise, if you use messages in iCloud, recovery is not possible. If you do not use messages in iCloud and have a backup that contains the messages, you can factory reset and erase your device and set it up using your backup. You might recover messages but you'll lose anything new since your last backup.
