Post message indexing photo order changed, and each scroll down to the oldest message is different every time

After several restores to get messages to show photos and ultimately having to turn off messages and turn off messages in Siri then restarting and turning them back on, my messages finally populated after indexing, all in the correct order. I woke up today, and many photos are missing and are all out of order in each message. Another odd thing to note is that when I scroll to get to the oldest message thread, it constantly brings me to the bottom, and each time, it is not the oldest date. To trigger it to scroll lower, I have to search for an old message, and then when I scroll down, it takes me to an older message, but after you close the app and reopen it still goes to a random message/date. I have restored from a backup over wifi six times, once from iTunes and once from peer to peer, which was the first to work. I had to restore again and had already sent the old phone back, so that was no longer an option. Please help

After restoring your device, from a backup, it is important that you stay connected to a reliable W-Fi connection so your messages can restore. This can take time depending on the number of messages you have and how fast and reliable your internet connection is. Take a look under the "About your Messages and Voice Memos data" section here:


About missing information after you restore your iPhone, iPad, or iPod touch with iCloud Backup - Apple Support


With Messages in iCloud and Voice Memos in iCloud*, your text messages and voice recordings automatically upload to iCloud. They aren’t included in your backup. After you restore your device from iCloud Backup, stay connected to Wi-Fi so that your text messages and voice recordings can download.
If you turn off Messages in iCloud, your text messages and attachments no longer upload automatically, but they save in your next iCloud Backup and download in the background when you restore. Stay connected to Wi-Fi until the process finishes. The time it takes to restore depends on the size of your backup and the speed of your Wi-Fi.
Sometimes, if you restore a device from a backup of another kind of device, your Messages and Voice Memos won’t restore. For example, if you use an iPad backup to restore an iPhone, your Messages and Voice Memos may not appear on the iPhone.
If your information is still missing after you restore, you can try to restore from a different backup in iCloud or on your computer. Always back up your current data on your computer before you try to restore from iCloud Backup.

I appreciate your answer but I am having a different problem. All my messages from the cloud are synchronized between my iPad Mac and iPhone. The problem is every time I get a new iPhone my messages along with the photos Index and load but then the next day they are gone again. It’s only on my iPhone which is always the latest model and always up to date. I also can’t scroll past a certain date as it hits the bottom of the list but then later or if I search an older text older messages appear in my scroll it them loads further back. Also in storage on my iPhone it shows 4gb to 89gb and constantly flops around. I have 97.3 gb of messages on the cloud and 1 TB of storage so none of this makes sense. Last night after 12 hours all messages were downloaded and up to date. I woke up today and it was back to square one
