Can I restrict my son going to iPhone Settings?

Hello, my son is screen addicted, I have tried everything, Kidlock and Screen time. He has found some way how to hack it through Settings. I can see his Screen Time Statistic that he spends hours a day just on the Settings. I know how to restrict some applications but I don’t know how to restrict the Settings. Do you have an idea?
