Access to deceased family member’s ipad

A loved one passed away recently. We would like access to the video and photos on their iPad, but don’t have the passcode. Can a death certificate grant us access?

I don’t have the passcode for an iPad and iPhone My brother recently passed away and his iPad and iPhone were among his belongings.
