What is this app that shows up in Settings/Battery as using battery?

This shows up in Settings/Battery and under Settings/General/Background App Refresh on both iPads and iPhones. It is not on the App Store and is not an app we have downloaded from the App Store. We have had recurring problems with all our devices that include excess battery usage, excess cellular data usage, iMessages and FaceTime that lock up, and slow response time during internet use. I’ve spent hours on the phone with Apple Support over several months and the only answer seems to be to erase the devices and restore the software using iTunes. It started suddenly in June, 2022, affects all devices on my Apple ID, and has reappeared after erasing and restoring.


Is this icon indicative of something malicious or is it a general, innocuous icon?
