My iPad Air says no iCloud backups are not compatable with iOS 15.7with
in the set up of iPad Air you get to choose back up.
it says that no iCloud backups are compatable ios 15.7 and won’t let me continue set up

Currently, the latest version for compatible iPad models is iPadOS 15.7. If you're trying to restore an iPad that has an older iPadOS version than iPadOS 15.7, then what you're seeing is expected behavior. You'll need to update your iPad in order to restore it from a backup of an iPad that already had iPadOS 15.7.
