dictation suddenly stopped working
when I try to dictate, the little microphone icon is x'ed out

Hi bmorebill,
The site Dictate text on iPhone outlines how to enable this feature on an iPhone:
- "Go to Settings > General > Keyboard.
- Turn on Enable Dictation."
If that is enabled and you still cannot use the service, use Apple Support to contact support to investigate further.
