I am trying to setup my iPhone and is asking me for a pass code and as I don't have one I can't go any further in setting up my new refurbished iphone. I need help Please.

Return it. If they sold you a passcode locked iPhone, you can't unlock it.
There is only one place I would personally buy a refurbished iPhone from and that is directly from Apple. They come in like brand new condition and are accompanied by a full one year warranty from Apple. Buying one anywhere else is not wise and often means the phone has been opened with inauthentic Apple parts installed or as you're discovering weren't even prepared correctly for a new user.
