ipad mini 4 app store does not load

Just updated to 15.7 OS, did a complete wipe, have logged in with Apple ID, credit cards and Icloud connected.

It is connected to internet, safari can browse, news loads stories, maps is able to geolocate and see local area.

App Store, Podcasts and Itunes Store does not connect.

Get a "Cannot Connect to App Store"

I have also followed the recommendations on the "cannot connect" help page. Nothing works.

HELP!!!!
