I am able to receive imessages with my phone number, but I have an online friend who is attempting to send me imessages through my email and it is not working. Both my email and phone are selected as options in send/receive in settings. Am I missing something else?

I've tried deactivating and reactivating imessage and that hasn't helped either.
Wondering if your online friend is sending using cellular data (SMS / MMs) or wi-fi
and if you can receive both kinds of messages (cellular data and wi-fi) ok.
Try checking in Settings > Messages
You might need to check with your provider whether your data plan allows SMS MMS
Also:
Seems you might find under Settings > Messages > Receive
that you need to allow both your phone and eMail address to receive messages.
Or if all that is ok:
You might want to look through Apple Support's article (link below) to see if anything there helps.
If you can't send or receive messages on your iPhone or iPad - Apple Support
or
You can try contacting Apple Support
