I bought my Apple Watch second hand and they didn’t take there Activation lock off so I can’t get into it what should I do?

Unfortunately, there is nothing you can do. That Apple Watch is unusable until the activation lock is removed by the previous owner. You will need to get into contact with them and have them remove it.

The person that you bought/got this watch from needs to follow all the steps on this page;

Remove the Activation Lock so that the buyer can use it.

If they can't or won't then get your money back or recycle the watch and mark it down as a bad experience.
