Terms and Conditions screen says I must view them but every time I click to view, it takes me to my iCloud Apple ID sign out screen. I found the terms and conditions on the Apple TV and even scrolled all the way through them.

Try using the Music app on macOS or iTunes on Windows and it should prompt you to accept the new Terms and Conditions, and once you accept them the Apple TV should stop asking.
