Missing "call" and "video" options on contacts via iMessage

I have been experiencing an odd situation. I have contacts in my iPhone 13 Pro (iOS 15.6.1) that are fully complete with phone numbers. If I navigate to the contact by going to Contacts, I can call them and FaceTime them from their contact no problem. But if I go through a SMS/text message in iMessage and click their contact at the top of the screen, the "call" and "video" options are greyed out.

Most times for my other contacts, it takes a few moments and the options will become available but for some this does not occur even if waiting sufficiently and rebooting the device.

What is happening here?
