Selecting / Highlighting Text in Preview

Has anyone else noticed a bug or issue in Preview that prevents text selection? I have Text Selection tool selected and am not able to select or highlight text. This seems to go on until randomly I'm able to highlight and select text again. Then randomly it turns back off. I can right click and it will highlight whatever word is clicked on, but I cannot drag the selection.
