I can’t buy a gift card on App Store

Hello! Could you please help me with an issue?

I wanted to send digital Apple gift card to my friend by the email. I tried to pay for this gift card with my Apple ID, I have enough money for that on my Apple account. But when I try to pay, an error appears. How can I solve this problem?
