Just updated my M1 Mac to Monterey 12.6; now, Safari won't open

I understand after updating your Mac, Safari refuses to open.
First, restart your Mac in "Safe Mode" and determine if you can launch Safari: Start up your Mac in safe mode - Apple Support.
If it still won't, work, Reinstall macOS - Apple Support.
