How do I get spotlight back in menu bar in osMonterey 12.6

Spotlight behavior different in Ventura Up until now, when I needed to launch an app, I would open Spotlight, type the app name, and then hit return, and it would open the app for me. Now, in Ventura, it just displays the 'top hit' (which is often the app I want to open), and hitting enter does nothing. I have to take the mouse and click on the app name to open it. If I wanted to do that, I may just as well have it in my dock full-time. Is there a way to easily restore the pre-Ventura behavior of Spotlight in regards to launching apps?

Safari not showing up in spotlight I tried reindexing spotlight in multiple ways, deleted spotlight caches and rebooting (ofc) but nothing seems to work. I'm running macOS Ventura 13.2.1
