Can I delete an app from my App Library? I was able to delete the App from my Home Screen but it is still in my library. It only gave me the option to remove from Home Screen, not to Delete. I want to delete it totally.

If it is not an Apple app, another possibility is that you have a restriction on deleting. On an iPhone or iPad, go to Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps.
