You Can't. What you are looking to perform is not an option. Only the latest iOS version (iOS 16.0.2 as of this reply) installs when updating. iOS 13 is no more.

While you seem to have already solved your issue, you should know that the iPhone 6 Plus is not compatible with iOS 13 or higher. It can be updated to iOS 12.5.6, no further.

An iPhone 6/6plus can't be updated beyond 12.5.6, it doesn't have the hardware needed to run anything higher.

If you need a higher iOS version, you will have to purchase a newer phone.
