Apple TV Remote (iPhone App) not controlling volume anymore

Up until I changed to ios16 I was able to control the volume of my tv with the app on my iPhone. Now the app allows me to do all the function but the volume and mute button is greyed out.

The physical Apple Remote still works to control volume but the not off my iPhones App.

Why did this change what do I need to do to fix it?
