Restore Iphone without backup

Hello,

is there a way to restore iphone, while retaining information and data like photos? Recently my Iphone had been locked out (passcode forgotten) and i cannot get into it. There is no data back up and I am wondering what can I do to retain the information and data like photos and then do a hard reset to remove the passcode.
