Need app to store and play music without internet/cloud/cellular service. Is there one fir iphone? I bought match - waste as it requires cell service.

open music
tap library
select your playlist, album, song, etc.
tap the download arrow or the three dots to download
Anything you download will the appear in Downloaded under library.
I do not have apple music. It does not have much music that I listen to. I have match to be able to listen to my own library but was not aware it would use all of my cellular data. I want my library completeky offline on my iphone. I bought 1tb in storage for this purpose because I drive 1800 miles one way with crappy cell phone connections since 3g was eliminated.

You said in your previous post you bought 1 tb of storage for this purpose. If you don't need the cloud, then why did you buy a terabyte of storage space on it supposedly for "this reason"?
You do understand that what you bought was cloud storage, not more storage on your phone, right?

The music is synced but will only play when connected to cellular or wifi.
Download whatever you would like to your device. It will then appear under downloaded in your music library and will not use data.

iPhone storage can't be increased, it is a fixed size.
You bought iCloud storage which can only be accessed with a cellular or WiFi connection.
I am not using even 100gb. I don't need the cloud. I need access to my music without using the cloud, internet or cellular service as parts of the US lost service when 3g was turned off.
How? Match doesn't download to your phone. I don't have apple music as it doesn't have my music on it. How do I download and store it? In what app?
