Unlock Notes with old Apple ID

The system is asking for my old apple ID password to unlock my locked notes. How can I recover that since my passwords are in the locked notes.

Old Notes and Passwords I read your policy or direction of Notes and passwords. Why can't we reset old notes password or why can't Apple assist with that? What is the logic behind that? Why I can't I put my iCloud information to recover it? There’s a lot of important personal information that need to be recovered.

It isn't asking for you old Apple ID Password unless you used the same password to lock your Notes. If you cannot recall the Notes password you will not be able to open that note.
