If someone has iCloud for Windows installed on a PC, what happens to the
photos captured as High Efficiency (HEIC) on the iPhone? Do they
download to the PC as HEIC or are they automatically converted to JPG upon
downloading? TIA!

Welcome to Apple Support Communities. When uploading photos from an Apple device to a Windows format, they are converted to JPEG by default. Its possible that Windows does not support HEIC or HEVC. Further information can be found here:
