iTunes Connect

I've supscribed to iTunes Connect.

When doing the first download from iTunes library, it left about 1/3 of the songs without a cloud icon.

My understanding is that means these songs were not downloaded.

Any suggestions about why? And how do I get them to download?

Thank you in advance.

iTunes Connect is a service for content providers. Perhaps you mean iTunes Match? See Identify cloud status icons in your music library on your Mac or PC - Apple Support. The cloud symbol with an arrow means an item is available to download. You can click on an individual cloud to download that item, or select a group of tracks, then right-click and use the context menu to download.
