"Shortcuts" app icon added to home screen, can't remove/delete

We have a couple of users with ipads (IOS 15.5) who created shortcuts using the "Shortcuts" app, and within the app had those shortcuts create icons on the home screen. Now they've decided they no longer want/need the home screen icons, however it does not allow them to remove or delete them when editing the home screen - no "x" or "-" appears in the corner of those icons, even though the users are able to delete anything else on the screen. I was able to replicate this myself on a 3rd iPad, and am unable to remove the home screen icons/shortcuts to the "Shortcut". Anyone else come across this, and if so, any suggestions?

Yes, they're managed via JamfNow, even with a wide-open blueprint applied with essentially no restrictions in place, I still get the same result. I tried originally removing the home screen "shortcut" (trying to be careful where I use that word so as not to confuse it with just any shortcut, but rather a shortcut that points to a shortcut within the Shortcuts app specifically :) ) while the corresponding Shortcut still existed within the app - when that didn't work, I also tried deleting the shortcut from within the app first in hopes that it would automatically remove the home screen icon (it didn't) and then attempted to remove the icon from the home screen manually - same result.
