How can I unlock something in my notes?

How can I unlock something I locked in notes? My old phone wouldn’t let me use Face ID, and the home button wasn’t working. I am locked out and when asked to reset it doesn’t reset the user name and password?

The original Notes password will be required. Without that password, the note will remain locked forever.
