I have 2 older Apple TV's that are no longer connected. Is there a way to reset them so they can be recycled?

If they are fourth generation or earlier they can be restored with iTunes or Finder on a computer.

Follow the steps in the support document you posted from.

You can quickly connect them to a TV to do so.
