Do you send emails that you have locked my activation? Is this a legit email?

It will be a phishing scam. Apple does not notify anyone about activation lock on any device. Nor do they have control over it - they cannot remotely lock anyone's device. Activation Lock is enabled by signing your AppleID into iCloud on your device. Nobody else can do it remotely - only the owner can do it and they must have the device physically in their hands to enable activation lock.
