What does this statement mean, in Apple's instructions for Safe Mode use:

I'd like to know what is meant in the statement How to use safe mode on your Mac - Apple Support, where it says:


"If the issue doesn't continue while in safe mode, leave safe mode by restarting your Mac normally. Then test for the issue again. The issue might be resolved" ?


Is some kind of repair or healing happening in safe mode that doesn't occur with Disk Utility during a Recovery mode session ?


The search for "answers" has only revealed that most are unhelpful.

It is probably referring to the first paragraph in that same document where it says:


it deletes some system caches, including font caches and the kernel cache, which are automatically created again as needed.
