Because iPadOS 16 has not yet been released. Its set for October: link-> iPadOS 16 Preview - Apple

Only iOS 16 for iPhone was released.

Thank you for your answer. I knew that my iPad is compatible with iOS 16 but I hadn't realized that iOS 16 was only released for the iPhone for now.
