After update my iPhone to IOS16 i can't get to reset my note password that I set on iOS15.

Yes that's the problem I'm having that I can't reset my old note password. and they are a lot of important note that I keep and forgot the password. and I can't get to reset the password of my note. Should have inform us of this problem before we update. so that we can unlock the note first before we update to IOS 16.

How to lock or unlock notes on your iPhone or iPad
Reset your notes password if you forgot it
To unlock a note, you need to enter the password that it's locked with. If you forgot your notes password, Apple can't help you regain access to your locked notes. You can create a new notes password or use your device passcode instead, but this won’t give you access to your old notes. If you set a new notes password or switch to your device passcode, you can protect any notes that you create going forward with the new password.
If you have multiple notes passwords, you won't be able to tell which password you should use when you look at your Notes list. When you open a note locked by an old notes password but you enter your current password, you'll see an alert that you entered the wrong password with a hint for your old password. If you enter the correct old password, you get the option to update that note's password to your current one.
To reset your notes password:
1. In the Settings app, tap Notes. Then tap Password.
2. Select the Notes account that you want to change, then tap Reset Password.
3. Enter your Apple ID password, then tap OK.
4. Tap Reset Password again.
5. Use your device passcode or enter a new password and password hint. Tap Done.

I didn’t make myself clear. I follow all the step but I can’t reset my old note password which I set it at iOS 15. So do anyone know how to reset the password of note that had set it at iOS 15 when the iPhone is already update to iOS 16.

Apologies for the confusion on this issue resetting passwords for Notes.
Read the bit above again carefully, you'll see it's not possible to remove existing notes passwords to give you access to those notes:
You can create a new notes password or use your device passcode instead, but this won’t give you access to your old notes.
