Why can't I delete ANY apps on my NEW ipad air 5th gen?!

Why can't I delete ANY apps on my NEW ipad air 5th gen?! Tried all the Usual Suspects - it’s a mystery with every new device on where one needs to look and what one needs to do! As NOTHING I do DELETES these useless apps COMPLETELY from ALL DEVICES including my iCloud Backup!!
