siri won't read text prior to sending

Just updated to IOS 16, and Siri no longer reads text message prior to sending. He used to read it outloud wihtout carplay hooked up, to review messages. Now, he only asks me if i want it sent. No reading the review outloud. How do i turn this feature back on?

To clarify, we could get him to review the message outloud prior to sending IF and ONLY IF the phone is hooked to carplay. I don't have that feature available at work and need it read to me while i'm traveling.

iPhone 13 Pro, iOS 16

We understand you'd like Siri to announce your text messages when connected with CarPlay. Take a look at the steps and article below to complete the process.

On your iPhone, go to Settings > Siri & Search > Announce Notifications, then turn on Announce Notifications.
Tap CarPlay, then choose any of the following:

Announce New Messages: CarPlay starts your drive with Announce Messages active and reads your incoming text messages aloud.

Announce incoming text messages with CarPlay

No. The article clearly states that i need it to review the text prior to sending WITHOUT carplay being hooked up.
